Morning Session: The Renewable Energy Challenge

Introduction: The Legislative Imperative: California’s Renewables Portfolio Standard (RPS) Goals

The introductory speaker will review the legislation that requires California to obtain 33% of its energy from renewable sources by 2020. Specifically, the speaker will discuss California's RPS goals as mandated in SBX1 2 and greenhouse gas emissions reduction goals as outlined in AB-32.

Panel 1: Transmission and Siting: The Mechanics of Solar Development

Panel one will discuss the transmission and distribution processes for solar energy, including the capabilities of and difficulties with connecting to grid. The panel will also discuss the economics of the solar industry, specifically focusing on subsides and the challenges associated with solar permitting.

Afternoon Session: Impacts of Solar Development and Solutions

Panel 2: Balancing Land Use Interests

Panel two will discuss the implications of solar development on farmland and sensitive habitat, including loss of productive farmland and threats to endangered species. The panel will also discuss the statutory protections for land proposed for solar development (e.g. ESA, CEQA), including compromises such as agricultural mitigation and conservation easements.

Panel 3: Local Implementation of Solar Projects: Getting to 33%

Panel will focus on the role of local governments in facilitating solar energy development within California. Panelists discuss counties' recent efforts to plan for and to permit solar projects while maintaining their communities' traditional industries and identity. It will also highlight the role of public-private partnerships in making large-scale solar projects possible.
