1. California Attorney General’s Office – Public Rights Division
The Public Rights Division includes the Environmental, Natural Resources, and Land Law Sections of the Attorney General’s Office. The Environmental Section investigates and litigates cases involving hazardous waste and hazardous substances, including air and water pollution, natural resources, and environmental issues affecting public health. The Natural Resources Section includes pollution enforcement, regulatory permit challenges, CERCLA, timber harvest plans, water rights, solid waste management, energy deregulation, the public trust doctrine, hydropower facilities re-licensing, and fire suppression cost recovery, among other issues.

2. California State Water Resources Control Board
SWRCB’s mission is to establish and maintain a stable system of water rights in California to best develop, conserve, and utilize for the public interest the water resources of the State while protecting vested rights, water quality, and the environment. Internship work includes providing legal advice on water rights matters, proposed enforcement actions, and reviews of civil liability complaints. There are two divisions within the SWRCB; The Office of Chief Counsel provides legal support to the Board members, and The Office of Enforcement enforces permit violations through direct actions and develops policies and guidance.

3. California Department of Water Resources
DWR work includes legal research and writing in a variety of legal areas related to water law, natural resource law, and environmental law. Students may also attend administrative hearings when appropriate.

4. California Department of Fish and Game
The Department of Fish and Game maintains native fish, wildlife, plant species, and natural communities for their intrinsic and ecological value. This includes habitat protection and maintenance in a sufficient amount and quality to ensure the survival of all species and natural communities. Work includes California Endangered Species Act, streambed alteration, marine resources, etc.

5. California Coastal Commission
The California Coastal Commission is a state agency charged with protecting coastal resources and managing coastal development in California. The mission of the Commission is to provide for balanced use of the coastal zone and to protect, restore, and enhance coastal and marine resources for the continuing benefit of current and future generations. 6. California Environmental Protection Agency – Office of the Secretary
The California Environmental Protection Agency is charged with developing, implementing, and enforcing the state's environmental protection laws that ensure clean air, clean water, clean soil, safe pesticides, and waste recycling and reduction. CAL EPA’s departments are at the forefront of environmental science, using cutting-edge research to shape the state's environmental laws.

7. Office of Environmental Health Hazard Assessment
OEHHA is a small state office within the California Environmental Protection Agency. Staff primarily is comprised of scientists, medical, and public health professionals. The primary legal duties are research and writing on civil, administrative, and technical areas of the laws relating to environmental risks. The majority of the work is done in the area of "Proposition 65."

9. California Air Resources Board (CARB)
The California Air Resources Board is a part of the California Environmental Protection Agency, an organization which reports directly to the Governor's Office in the Executive Branch of California State Government. Its mission is to promote and protect public health, welfare, and ecological resources through the effective and efficient reduction of air pollutants while recognizing and considering the effects on the economy of the state.

10. California District Attorneys Association
The California District Attorneys Association (CDAA) was incorporated in 1974 to serve the needs and promote the interests of California's prosecutors. It conducts numerous statewide training conferences and provides legislative advocacy at the Capitol for the district attorneys from California's 58 counties. The Environmental Circuit Prosecutor Project of CDAA provides deputy district attorneys to California’s rural counties that otherwise would not be able to prosecute environmental crimes to the extent such prosecutions are needed.

10. California Energy Commission
The California Energy Commission is the state's primary energy policy and planning agency. It was created by the Legislature in 1974 and is located in Sacramento. With energy challenges facing the state, the Commission and its dedicated staff of state employees stand ready to turn challenges into opportunities and help Californians continue to have energy choices that are affordable, reliable, diverse, safe, and environmentally acceptable. The Energy Commission works with its sister agencies to set California's climate change policies and regulations.

11. California Legislature
Internships are sometimes available in Legislator’s offices or on Legislative Committees. Past legal interns have worked with Senator Wolk’s legislative consultant for natural resources and energy. Work includes collaboration with legislator's staff, lobbyists, and other public entities (e.g. PUC, Legislative Counsel) to draft and amend the energy legislation, preparation for committee hearings, attending floor sessions in both Houses, and keeping the Senator apprised of the latest information on the Delta and BDCP. Most Legislator’s offices do not advertise or promote having interns, but will take one if someone shows interest and is interviewed. We recommend that students contact past interns prior to applying.

12. California Department of Toxic Substance Control

13. California Governor’s Office of Planning & Research
OPR serves the Governor and his Cabinet as staff for long-range planning and research, and constitutes the comprehensive state planning agency. Internship work includes drafting and revising updates to California’s environmental regulations, to meet California’s long term goals, and researching and writing memoranda on California land use issues.

14. California Department of Resources Recycling and Recovery (CalRecycle)
CalRecycle protects the environment and preserves resources by empowering Californians to reduce, reuse, and recycle. CalRecycle plays an important role in the stewardship of California's vast resources, and promotes innovation in technology to encourage economic and environmental sustainability. CalRecycle prefers 2L or 3L interns and asks that you apply through the OCI process rather than sending them applications directly.

15. California Department of Pesticide Regulation
California DPR’s mission is to protect human health and the environment by regulating pesticide sales and use, and by fostering reduced-risk pest management. DPR monitors the environment to determine the fate of pesticides, protecting the public and the environment from pesticide contamination through analyzing hazards and developing pollution prevention strategies.

17. California State Parks Legal Office
The Legal Office of the Department of Parks and Recreation provides legal services in support of the operation and management of the State Park System, the Office of Historic Preservation, the Division of Boating and Waterways, and the Off-Highway Motor Vehicle Resources Division. The Department's mission is to provide high quality recreation to the citizens of California and protect and preserve the natural resources entrusted to it. 1. U.S. Department of Justice – Environment and Natural Resources Division
The Environment and Natural Resources Division of the DOJ litigates in five key areas: pollution, lands and natural resources, wildlife, Indian resources, and land acquisition. Attorneys represent many federal agencies by preparing and arguing civil and criminal enforcement cases and appeals, and by defending challenged federal agency actions arising from well over 100 federal environmental laws. Cases are at the cutting edge of environmental protection.

2. U.S. Dept. of the Interior – Office of the Regional Solicitor
The Office of the Solicitor provides legal advice to the National Park Service, the U.S. Fish and Wildlife Service, and the U.S. Geological Survey. The office deals with issues that involve the National Environmental Policy Act, Endangered Species Act, National Park Service Organic Act, National Historic Preservation Act, and other environmental laws.

3. Environmental Protection Agency – Region 9
The Environmental Protection Agency prepares administrative, judicial, and criminal cases against violators of environmental laws. Most enforcement cases are resolved through negotiation and concluded by issuance of judicial consent decrees or administrative orders. Other responsibilities include counseling with EPA staff on a wide variety of legal matters, drafting federal rules, defending the region as necessary, and participating in public outreach efforts. 4. U.S. Army Corp of Engineers – Sacramento Office
The Corps responds to emergencies and natural disasters, and administers the Army’s permitting responsibilities under the Clean Water Act and the Rivers and Harbors Act of 1899, to protect and conserve the nation’s water resources. The Corps also designs and manages the construction of military facilities.

6. Council on Environmental Quality
Law clerks are supervised by CEQ's Office of General Counsel, and provide critical research and writing assistance to both legal and policy staff on a variety of matters pertinent to CEQ's functions, including oversight of the National Environmental Policy Act (NEPA). Through CEQ's participation in policy processes across the federal government, clerks have the opportunity to draft memoranda on environment, energy, resources, and general law issues, track Federal agency actions on environmental issues, attend interagency working group meetings, and assist with responses to Freedom of Information Act requests and other inquiries regarding CEQ's activities.

1. Sierra Club Environmental Law Program
The Sierra Club Environmental Law Program hires law students interested in public interest and environmental litigation to assist with strategic lawsuits. 2. Planning and Conservation League

4. Center for Biological Diversity
The Center for Biological Diversity works through science, law, and creative media to secure a future for all species, great or small, hovering on the brink of extinction. 11. Center for Food Safety
The Center for Food Safety (CFS) is a non-profit public interest and environmental advocacy membership organization established in 1997 by its sister organization, International Center for Technology Assessment, for the purpose of challenging harmful food production technologies and promoting sustainable alternatives. 14. Communities for a Better Environment
Communities for a Better Environment (CBE) is a social justice organization with a focus on environmental health and justice. It organizes events in working class communities of color, because those communities suffer the most from environmental pollution and toxics. The group provides community residents who want to challenge corporate polluters with organizing help, scientific and policy research, and legal assistance. The focus of the work is to help community members identify their own problems, and define their own campaigns and solutions.

15. Animal Legal Defense Fund
For more than three decades, the Animal Legal Defense Fund has been fighting to protect the lives and advance the interests of animals through the legal system. Founded in 1979 by attorneys active in shaping the emerging field of animal law, ALDF has blazed the trail for stronger enforcement of anti-cruelty laws and more humane treatment of animals in every corner of American life. 16. San Francisco Baykeeper
Founded in 1989, Baykeeper works to reverse the environmental degradation of the past and promote new strategies and policies to protect the water quality of the San Francisco Bay. 17. Sierra Fund
The Sierra Fund was established in 2001 as the only community foundation dedicated exclusively to saving the Sierra Nevada. 18. California Farm Bureau Federation
The California Farm Bureau Federation is a non-governmental, non-profit, voluntary membership California corporation whose purpose is to protect and promote agricultural interests throughout the state of California and to find solutions to the problems of the farm, the farm home, and the rural community. Farm Bureau is California's largest farm organization, comprised of 53 county Farm Bureaus currently representing approximately 85,000 members in 56 counties. 20. Delta Stewardship Council
The Delta Stewardship Council was created in legislation to achieve the state mandated coequal goals for the Delta. "'Coequal goals' means the two goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem. The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." 21. SF Bay Conservation & Development Commission
BCDC is the federally-designated state coastal management agency for the San Francisco Bay segment of the California coastal zone. 23. Tri-Valley CAREs
Tri-Valley CAREs works to strengthen global security by stopping the development of new nuclear weapons in the US and promoting the elimination of nuclear weapons globally.
